Prisoners, in special cases, may be allowed to get treatment from an outside specialist at their own expense. In case any such application is received from a prisoner, the following procedure shall be followed, namely:– (a) Medical Officer (in charge) shall forward the application of the prisoner to the Superintendent alongwith his recommendations; (b) The Superintendent shall send such recommendation alongwith copy of the prisoner’s application to the Civil Surgeon, who shall verify the recommendation; (c) the verified recommendation along with the prisoner’s application and recommendation of the Superintendent shall be sent to the Director General for approval; (d) the Director General shall examine the case and grant or deny approval, which shall be communicated to the Superintendent; (e) The expenses for such treatment as well as the police escort shall be borne by the prisoner himself.
