Prisoners shall be entitled to free medical treatment and attendance at Government hospitals during confinement in prison. prison hospitals. 503. (1) Hospital accommodation for indoor patients in Central and District Prisons shall be provided for a minimum of 3% of the average daily prisoner population as per the following scale, - (a) Prisons with up to 500 prisoners 15 Beds; (b) Prisons with up to 1000 prisoners 30 Beds; (c) Prisons with up to 1500 prisoners 50 Beds; (d) Prisons more than 1500 prisoners 60 Beds; (2) The prison hospitals shall be of two types. Hospitals with 50 beds or more shall be called Type 'A' hospitals. Those with less than 50 beds shall be called Type 'B' hospitals. Staffing of prison hospitals shall as far as practicable be as per the following scale, - Officer(s) or Staff Type A Type B Medical Officers 4 2 Dentist 1 1 Pharmacy Officers 4 2 Staff Nurses (Male or Female) 6 3 Laboratory Technicians 3 1 Counsellor 1 1 Dental Assistant/Hygienist 1 1 Ward Attendant 6 3 Sweeper 4 2 (3) The senior most Medical Officer posted in a prison shall be the overall in charge of the medical establishment of the prison. He and his team of medical officers and other subordinates shall be jointly responsible for the health-care of the prisoners. (4) The hospital establishment shall function under the general control and superintendence of the Superintendent and the Medical Officer in charge shall abide by all lawful orders passed by him: Provided that the administrative control of the Medical officers shall lie with their parent department and no prison officer including the Superintendent shall interfere in any matter related to clinical work. (5) Services of Medical Officers posted at prisons shall be counted as ‘Difficult’ posting. (6) Ambulances with appropriate equipment shall be provided in every prison as per requirement. (7) Prisons having a female enclosure shall ordinarily have minimum one female Medical Officer. In case no female Medical Officer is posted in a prison having female enclosure, a female Medical Officer from the Civil Hospital shall visit such prison once a week.
