(1) The Government shall establish such number of district prisons, as may be necessary in which prisoners from one or more districts are, in the first instance, ordinarily committed. (2) All district prisons shall be fully equipped for imparting vocational training to convicts. Adequate number of educational and instructional staff shall be posted for the purpose. (3) The district prison may also have industrial unit(s) with adequate infrastructure to provide adequate work avenues to the convicts. Maximum security prison.
