The Government may establish one or more Maximum Security Prison for the confinement of high-risk prisoners including (but not limited to) fundamentalists, communally indoctrinated persons, naxalites, terrorists, extremists, gang leaders, prominent gang members, prisoners organizing or suspected of organising crime from inside the prison, or those exhibiting persistent violent behavior inside the prison, previous escapees, and those having a history of attack on police or prison personnel.
