(1) Prisoners of Category-1 (S1-Red) as prescribed in rule 45 may be shifted from one prison to another after every six months, by the order of Director General on receipt of request from Jail Superintendent to ensure safety and security of prison and to break any nexus that might develop between prisoners and others in the prison. (2) If any prisoner confined in high security enclosure or otherwise, commits frequent breach of prison rules, the Director General, with the approval of the State Government concerned, shall consider shifting such prisoner to any other state. The State Government may formulate an inter-state transfer Policy for prisoners of certain categories on reciprocal basis with the consent of the concerned State(s). HARYANA GOVT. GAZ.
