(1) The Executive in charge of high security enclosure shall be an officer of the rank not below Assistant Superintendent. (2) The prison privileges admissible to prisoners confined in cells shall be as specified by the Director General, Superintendent, and as far as practicable, the same shall be provided in high security enclosure itself. (3) Interviews in high security enclosure prisoners shall, as far as practicable, be held through electronic means in high security enclosure itself; in exceptional circumstances, if physical interview is allowed, it shall be held in the interview room constructed in the high security enclosure in the presence and within hearing of a staff member, except where the communication falls in the category of privileged communication. (5) Entitlement to toiletries, clothing, and bedding of the prisoners in high security enclosure shall be the same as of other prisoners. (6) Medical care shall be made available within the enclosures of the high security enclosure. However, in emergent and serious cases, the prisoner may be treated in the prison hospital. (7) The reform and treatment programs may be extended to the prisoners lodged in the high security enclosure. These activities and programs shall be conducted within the enclosure itself and the prisoners shall not be taken out to mix with other prisoners. (8) A prisoner in a cell, who is of violent disposition, may be handcuffed before his cell is opened for search, inspection, etc. The handcuffs shall be removed when the cell is locked. (9) Gate of the enclosure shall always be kept locked and prisoners shall not be allowed to go out of the enclosure except for valid reasons. Any prisoner going out shall be accompanied by at least one guarding personnel. A register showing entries of every prisoner moving out of high security enclosure for any reason shall be maintained. (10) Locks used for the high security enclosure shall be interchanged after three months, or as often as necessary. (11) Subject to provisions of these rules, the Director General in special circumstances may make a standard operating procedure for high security enclosure for any prison in the State.
