Composition of Panchayat Samiti: (1) Every Panchayat Samiti shall consist of: (a) directly elected members from territorial constituencies as determined under section 58 of this Act in the manner as may be prescribed; (b) the members of Haryana Legislative Assembly representing constituencies which comprise wholly or partly in the Panchayat Samiti, who shall have right to vote in the meeting of the Panchayat Samiti except for election and removal of Chairman and Vice Chairman and shall be {ex-officio members} (2) There shall be a Chairman and a Vice Chairman in every Panchayat Samiti, who shall be elected by and from amongst the elected Members, in the manner as may be prescribed. (3) Notwithstanding anything contained in this section but subject to any general or specified order of the Government, where two-third of the total number of members of any Panchayat Samiti required to be elected, have been elected, the Panchayat Samiti shall be deemed to have been duly constituted under this Act.
