Constitution of Panchayat Samiti: The Government shall, by notification, constitute a Panchayat Samiti having jurisdiction, save and except as otherwise provided for in this Act, in a block excluding such portion of the block as are included in a municipality or in a cantonment or under the authority or a Municipal Corporation constituted under any law for the time being in force: Provided that a Panchayat Samiti may have its office in any area comprised within the excluded portion of the block.
