Number of members to be elected to Panchayat Samiti: (1) The number of elected members of a Panchayat Samiti shall consist of persons elected from the territorial constituencies in the Panchayat Samiti area which shall not be less than ten and not more than thirty as may be notified from time to time by the Government at the scale of :- (a) one member for every four thousand population or part thereof; of the Panchayat Samiti area having population upto forty thousand; Provided that the total number of members in such Panchayat Samiti shall not be less than ten; and (b) one member for every five thousand population or part thereof, of the Panchayat Samiti area, having population of more than forty thousand; Provided that the total number of members in such Panchayat Samiti shall not be less than ten and more than thirty. (2) For the purpose of election of the Panchayat Samiti, the Government may, in accordance with such rules as may be prescribed in this behalf, divide the block area into territorial constituencies in such manner, than the population of each ward shall, as far as may be practicable , be the same throughout the block area. (3) Each ward shall elect one member through direct election in the manner as may be prescribed.
