(1) The Chairman shall, when present, preside at the meetings of the Board and in his absence the Deputy Chairman shall preside at such meeting: Provided that if at any meeting of the Board the Chairman and the Deputy Chairman are both absent, the members present shall elect a member from amongst themselves to preside at that meeting. (2) It shall be the duty of the Chairman to ensure that the provisions of this Act and the regulations and by-laws made there under are faithfully observed and he shall have all powers necessary for this purpose.
