(1) The Board shall have a Secretary who shall be appointed by the State Government. (2) The Secretary shall, subject to the control of the Chairman, be the Executive Officer of the Board, and all other officers and servants for the time being serving under the Board shall be subordinate to him. (3) He shall exercise such powers as may be prescribed. (4) He shall be entitled to be present at the meetings of the Board and its Committees but shall not be entitled to vote. (5) The State Govenment may appoint one or more Joint Secretaries or Assistant Secretaries for the Board, as the State Government may, having regard to the requirements of the Board, think fit to appoint. (6) A joint Secretary or an Assistant Secretary shall exercise such powers and perform such duties of the Secretary as are respectively assigned to him by the Secretary under the general or special orders of the Chairman.
