Powers, duties and functions of the president of the Council - The powers, duties and functions ofthe president ofthe Council shall be as follows, namely : - (l) The President ofthe Council may call a meeting and the special meeting ofthe Council. (2) The President shall preside over at a meeting ofthe Council. (3) The President may adjoum the meeting to a subsequent date if at any meeting there is no quomm.
