The manner of approval ofthe expenditure out of fund. - The Council shall approve the expenditure out ofthe State Library Development Fund in the following manner, namely: - (a) to verifr whether the sums referred to in sub-section (2) ofsection l8 of the Act has been credited to the State Library Development Fund, (b) to examine whether the account of the moneys credited to and paid out ofthe said fund has been maintained properly. (c) to satisfo as to whether the payment has been made by cheques while making payment out of the said fund, (d) the account relating to the sajd fund has been opened in a Scheduled Bank.
