Every member, officer and servant of the Authority, the City Council and the District Council shall, when acting or purporting to act in pursuance of the provisions of this Act or of any rules or regulations or bye-law made thereunder, be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code.
