(1) In performance of its functions under this Act, the City Council or, as the case may be, the District Council shall be bound by such directions on questions of policy as the Authority may give in writing from time to time: Provided that the City Council, or as the case may be, the District Council shall be given an opportunity to express its views before any direction is given under this sub-section. (2) The decision of the Authority, whether a question is one of policy or not, shall be final.
