Conditions precedent to the making of bye-laws.— The power to make bye- laws under this Act is subject to the condition of the bye-laws being made after previous publication, and to the following further conditions, namely.— (a) a draft of the bye-laws shall be published for such time and in such manner as the State Government may prescribe in this behalf; --157-- (b) for not less than twenty one days during such period a printed copy of such draft shall be kept at the municipal office for public Inspection, and every person shall be permitted at any reasonable time to peruse the same, free of charge; and (c) printed copies of such draft shall be obtainable by any person requiring the same, on payment of such fee not exceeding fifty rupees for each copy, as may be prescribed by the Corporation.
