Any public servant or authuriry found guilty, by the State Commission at the time or deciding any complaint orqpeal, of failing to provide the relief recommended by h e Dimic( Grievance Redressal Oficer, without reasonable cause, ot wilfully ignoring such recommendation, shall hc liable to penalty ndl exceeding five dtausarrd rupees: Provided that the public servant or the public authority, as the case may be, shall be given a rtasonablc opportunity of king heard before any penalty b imposed.
