Vacancy in the office of the Chairman.– (1) If the Chairman, by reason of his death, resignation, removal or otherwise, is unable to complete his full term, the Vice-Chairman or any other person appointed by the Government shall discharge the functions and duties of the Chairman till such time, a Chairman is appointed by the Government under Section 5 (1) of the Act. (2) In the absence of Chairman, the Vice-Chairman shall preside over the meeting of the Board.
