Appointment of the Chairman and his removal. – (1) The Government shall appoint the Chairman. (2) A person to be appointed to the post of Chairman shall be a working or retired IAS (Indian Administrative Service) Officer not below the rank of the Secretary of the State Government. (3) The pay, allowances and other conditions of service of the Chairman shall be such as may be determined by the Government. (4) The Government may, by notification, remove the Chairman at any time. (5) A person who has been previously appointed as Chairman, shall also be eligible for appointment as Chairman subject to the provision of section 5(2), by the Government.
