Composition of Panchayat Samiti- (1) A Panchayat Samiti shall consist of- 38 (a) directly elected members from the Panchayat Samiti’s territorial constituencies, as determined under this Act; (b) members of Lok Sabha and members of the Legislative Assembly of the State, representing constituencies which fall either wholly or partly in the Panchayat Samiti area; (c) members of Rajya Sabha and members of the State Legislative Council, who are registered as electors within the Panchayat Samiti area; (d) All the Mukhiyas of the Gram Panchayats falling within the Panchayat Samiti area. (2) Every member of the Panchayat Samiti shall have the right to vote in its meeting, but in case of election and removal of Pramukh and Up- Pramukh, only members elected under clause (a) of sub-section (1) shall have the right to vote.
