Elected Members – (1) The number of elected members of a Panchayat Samiti shall be such as may be notified from time to time by the District Magistrate and each of such members shall represent as nearly as may be a population of five thousand of the Panchayat Samiti area as far as possible (2) For the convenience of election, the District Magistrate shall, in accordance with such rules as may be prescribed in this behalf by the State Government, divide the area of the Panchayat Samiti under the direction, control and supervision of the State Election Commission into territorial constituencies in such manner that the ratio between the population of each constituency, so far as practicable, be the same throughout the Panchayat Samiti area. (3) From each territorial constituency one member shall be directly elected in the manner prescribed. 39
