If at any time it appears to a Gram Sabha Adalat that any case before it is one which should be tried by a Panchayati Adalat or an ordinary court or that the offence involved in any criminal case before it is one for which it cannot award adequate punish ment, it shall submit the case to the District Judge or the District Magistrate concerned for transfer to a Panchayati Adalat or any other Court of competent jurisdiction and shall give information thereof to the parties concerned.
