Every person who has donated land under sons who se c ti o n 4 and also every landless person who has *^Vua f r, ght t declared his desire to participate in the Gram dan corn- toland.m en mu nity under clause (c) of sub-section (1) of section 5 shall, subject to the regulations made in this behalf, be entitled to allotment of land for personal cultivation.
