The following shall be the officers of the University, namely:- (1) The Visitor; (2) The Chancellor; (3) The Vice-Chancellor; (4) The Registrar; (5) The Academic Registrar; (6) The Controller of Examinations; () Such other officers as may be declared by the Statutes to be the officers of the University. Manner of 9 (1) The Visitor; Appointment, Powers and Functions of (@) The Govemor of Assam shall be the Visitor of the the Officers. University; (b) He/she shall approve the appointment of the Chancellor of the University; (¢) The Visitor may call for any paper or information relating to the affairs of the University and, on the basis of the information received by the Visitor, if he/she is satisfied that any order, proceeding, or decision taken by any authority of the University is not in conformity with the provision of this Act or the Statutes, Ordinances, Regulations and Rules made thereunder, he/she may issue such directions as he/she may deem fit in the interest of the University which may consider the directions so issued by the Visitor; and (d) The Visitor shall, when present, preside at the Convocation of the University for conferring degrees and diplomas. (2) The Chancellor: (@) The Chairperson of the Sponsoring Body shall be the Ex-Officio Chanceflor of the University and shail be approved by the Visitor; (b) The Chancellor may continue in his office till he holds the office of the Chairpersonship of the Sponsoring Body, and the Sponsoring Body considers him fit, his health permits and he also expresses his desire to continue as Chancellor; 9676 THE ASSAM GAZETTE, EXTRAORDINARY, OCTOBER 13, 2022 © (@) The Chancelfor shall preside at the meeting of the Governing Body (GB), and shall preside over the Convocation of the University for conferring degrees, diplomas or other academic distinctions; The Changellor shall also have the following powers:~ (i) to call for any information or record from any authority of the University; (i) to appoint the Vice-Chancellor; (i) to remove the Vice-Chancellor in accordance with the provisions of clause (xii) of sub-section (3) under the head ‘The Vice-Chancellor’ of this section; (iv) to approve all the activities and fumctions of the University. (3) The Vice-Chancellor: ] (i) (iif) The Vice-Chancellor shall be appointed by the Chancellor- (a) of his own choice having the requisite educational and other qualifications and experiences as prescribed by the UGC for the paosition of the Vice-Chancellor (a Professor with at least ten years of Professorial experience / head of research institutions/ higher education administration with prescribed experiences, and having outstanding contributions in the field of education and research) or by any such regulating body created by the Central Government; or (b) from a panel of three names (having qualifications and experiences as abave) recommended by the Governing Body: Provided that the Governing Body shall collect nominations from eminent Professors/ Intellectuals/Educational Heads and such other persons of the State to finally make a panel of the three names. The Vice-Chancellor shall hold office for a term of three years: Provided that after the expiry of the term of first three years, he/she shall be eligible for reappointment for another term of three years. The Vice-Chancellor shall continue to hold the office even after expiry of his term till the new Vice- Chancellor joins. However, this extended period shall THE ASSAM GAZETTE, EXTRAORDINARY, OCTOBER 13, 2022 9677 (iv) (U] (vi) (vii) (viii) (ix) (€3] not exceed one year, in which case the Chancellor shall put the seniormost Professor of the University in charge of the office. The Vice-Chancellor shall be the Principal Academic and Executive Officer of the University and all employees of the University shall be subject to general supervision and control of the Vice-Chancellor. He/she shall exercise general superintendence and control over the affairs of the University and shall execute the decisions taken by the various authorities of the University. The Vice-Chancellor shall be the Chairperson of the Board of Management (BOM) and the Academic Council, Majuli and shall be entitled to be present at and to address any meeting of any authority of the University without the voting right, but he/she shall have the power to apply casting vote when necessary. The Vice-Chancellor shall preside at the convocation of the University in the abseace of the Chancetlor. If the Vice-Chancellor is of the opinion that any order or decision which is required to be passed or made by any authority of the University is necessary to be passed or made immediately and it is not practicable to convene a meeting of the said authority for that purpose he/she may pass such order or take such decision as he/she deems proper and place the matter before the said authority at its next meeting within sixty days for ratification and where the authority differs from the Vice-Chancellor, the matter shall be referred to the Chancellor whose decision thereon shall be final. If in the opinion of the Vice-Chancellor, any decision of any authority of the University is outside the powers conferred by this Act or Statutes, Ordinances, Regulations or Rules made thereunder or is likely to be prejudicial to the interests of the University, he shall request the concerned authority to revise its decision within fifteen days from the date of its decision and in case the authority refuses to revise such decision wholly or partially or fails to take any decision within fifteen days, then such matters shall be referred to the Chancellor and his decision thereon shall be final. He/she shall be the Chairperson of the Selection Committee of the ministerial class of the employees of the University including the teachers of the ‘University School” established, managed and maintained by the University as practicing school for the teacher training 9678 THEASSAM GAZETTE, EXTRAORDINARY, OCTOBER 13, 2022 Depart'ment, s a créche, or as an alternative school education from the nursery to the twelve standard. (xi) The Vice-Chancellor shall exercise such powers and perform such duties 2s may be prescribed by the Statutes or the Ordinances. (xil) K, at any time upon Tepresentation made or otherwise as may be specified in the order: Provided that before taking an action under this sub-section, the Vice-Chancellor shall be given an opportunity of being heard, (xiii) Honorarium and Other Facilities: (@) The honorarium of the Vice-Chancelior shall be fixed by the Chancellor after consultation with the Sponsoring Body and the Vice-Chancellor, (b) The Vice-Chancellor shall be entitled to a free- furnished officia] Quarter, an official vehicle with adriver, and a caretaker. 4) The Registrar: (i} The Registrar shall be appointed by the Chairperson of the Sponsoring Body in the manner as prescribed in the Statutes, (i) Al contracts shall be signed and the documents and records shall be authenticated by the Registrar on behalf of the University. (iii) The Registrar shall be the Member Secretary of the Governing Body and the Board of Management, but he/she will not have the right to vote. (iv) The Registrar shall exercise such other powers and perform such other duties as may be prescribed by the Statutes. (5) The Academic Registrar: (i) The Academic Registrar is a full time officer of the University and shall be appointed by the Vice- Chancellor through a selection method as prescribed by the Statutes. (i) The Academic Registrar shall be responsible for organizing the academic programimes as directed by the Vice-Chancellor and act as the Member Secretary of the Academic Couneil.
