& No person shall, on grounds of religion, race, caste, sex descent, residence, language, political opinion or any other of these, be ineligibie for, or discriminate against in respect of any employment or office under the University or Membership of any of the authorities or bodies of the University or admission to any course of study or research in the University: Provided that the University may in consultation with the Government, reserve seats for the members of the Backward Class of Citizens or Scheduled Castes or Scheduled Tribes or women or any other category of persons for the purpose of admission as students of the University. () The University shali have an Endowment Fund of its own created by the Sponsoring Body with a nationalized bank, the incomes accrued from this fund shall be used for the development of the infrastructure of the University. (2) The University shall establish a General Fund to which the following shall be credited:- [6)] fees and other charges received by the University from the students; (ii) any contribution made by the Sponsoring Body; (iii) any income received by the University from consultancy service undertaken by the University in pursuance of its objectives; (iv) trusts, bequests, donations, gifts, endowments and any other grants; and [{)) all other sums received by the University. (3) The General Fund shall be applied for the following purposes:- 1) repayment of the debts of the University; [¢3) to maintain and upkeep the infrastructure of the University; (3} payment of the cost of audit of the funds and created under sections 4 and 5 of the Act; ) to meet the expenses for any suit or proceedings to which the University is a party; {5) payment of salaries and allowances of the officers and employees of the University and the members of the teaching and the rescarch staff; and for payment of any Provident Fund (PF) contributions, gratuity and other benefits to any such officers and employees, and members of the teaching and research staff; 6) payment of travelling and other allowances of th_e members of the Governing Body, the Academic Council and other authorities of the University and members of 9674 THEASSAM GAZETTE, EXTRAORDINARY, OCTOBER 13, 2022 @] @®) (O] (10) an aty committee appointed by the University, the Chairperson of the Sponsoring Body or the Vice. Chancellor, as the case may be, of the University, in pursuance of any provision of the Act, the Statutes, Ordinances, Regulations or Rules made thereunder; payment of fellowship, studentship, freeship, scholarship, assistantship and any other awards to the students belonging to economically weaker sections of the society or research associates or assistants or trainees, as the case may be, or to any student otherwise eligible for such awards under the Statutes, Ordinances, Regulations or Rules made under the provision of this Act; payment of any expenses incurred by the University in carrying out the provisions of the Act, the Statutes, the Ordinances, Regulations or Rules made thereunder; payment of cost of capital, not exceeding the prevailing bank rates of interest, incurred by the Sponsoring Body for setting up of the University and the investment made thereunder; payment of charges and expendjture relating to the consultancy work undertaken by the University in pursuance of the provisions of this Act and the rules, Statutes and Ordinances made thereunder; payment of any other expenses including service fee payable to any organization charged with the responsibility of providing any specific service, including the managerial services to the University, on behalf of the Sponsoring Body, as approved by the Board of Menagement (BOM) to be an expense for the purposes of the University: Provided that an expenditure shall be incurred by the University in excess of the limits for total recurring expenditure and non-recurring expenditure for the year: as may be fixed by the Board Of Management (BOM), without the prior approval of the Board Of Management (BOM): Provided further that the General Fund, shall, for the objects specified under clause {1) above be applied with the prior approval of the Governing Body of the University.
