(1) The Comptroller shall be a whole-time officer of the University and shall be appointed by the Vice-Chancellor subject to the approval of the Board. (2) The Comptroller shall manage the funds and investments of the University and shall advise in regard to its financial policy. (3) The Comptroller shall be responsible to the Vice-Chancellor for the preparation of the budget and statement of accounts of the University. (4) The Comptroller shall be responsible to the Vice-Chancellor for ensuring that expenditure are made as authorised in the budget. when budget revision are required in the interest of expanding new programmes changed requirements and for other reasons he shall be responsible for preparing the needed revision and for expediting their appropriate approval.
