On the commissioner of any heinous offence with in theirjurisdiction, the inhabitants ofthe village shall at once, if possible apprehend the offender and in any case shall at once inform the village authority, who if the offender has not been apprenhended shall procecd without delay to the place where the offence was committed and enquire into it.
