[t shall be the duty ofthe village authorities to repon to the IDeputy Commissioner]r,IAssistant Commissioner]r as soon as possible all crimes, violent deaths, and serious accidents occuring within theirjurisdiction, and all occurences whether within or beyond theirjurisdiction, which may come to their krowledge and which are likely to affect the public peace: and to arest and deliver up olTenders as soon as may be [within a period oftwenty four houn of such arrest excluding ihe time necessary for thejourney from the place ofarrestl3 to the coun having jurisdictioo to try them.
