Acts of the 7 [Board or Committee] not to be invalidated by informality vacancy etc. - No act or proceeding of the 6[Board or Committee] shall be deemed to be invalid by reason only of a defect in its constitution or on the ground that the 6[Board or Committee] or any member thereof, as the case may be, was not entitled to hold or continue in such office by reason of any disqualification or by reason of any irregularity or illegality in his appointment or by reason of such act or proceeding having been done or conducted during the period of any vacancy in the office of the Chairman or member.
