Meeting of the 4 [Board or Committee] - (1) Every meeting of the 3[Board or Committee] shall be presided over by the Chairman and in his absence by the Commissioner. 5[(2) The Quorum for a meeting – (a) of the Board shall be five of which one shall be the Chairman or the commissioner.
