No act or proceeding of a Zilla Parishad or an Anchalik Parishad or of any Standing Committee thereof shall be deemed to be invalid merely by reason of the existence of any vacancy in the Zilla Parishad or Anchalik Parishad or in any Standing Committee thereof, or any defect or irregularity in the constitution of the Zilla Parishad or Anchalik Parishad or any Standing Committee thereof.
