(1) A Standing Committee shall consist of the following members— (i) five persons to be elected by the members of the Anchalik Parishad from among themselves; (ii) not more than two persons being officers of the State Government or of the Anchalik Perished appointed by the State Government : Provided that such officers shall not be eligible for election as Chairman of the Standing Committee and shall not have any right to vote; (iii) not more than two persons having knowledge of, and experience in, the subjects assigned to a Standing Committee nominated by the Anchalik Perished. (2) The members of a Standing Committee shall elect a Chairman thereof from among themselves: Provided that— (i) if the President of the Anchalik Perished is elected a member of a Standing Committee, he shall be the ex-officio Chairman thereof, and (ii) if the Vice-President of the Anchalik Parishad is elected a member of a Standing Committee of which the President of the Anchalik Parishad is not a member he shall be the ex-officio Chairman thereof
