A person shall not be qualified to be a member of a Zilla Perished, if— (a) he is under twenty-five years of age; or (b) he is an officer or employee of the Zilla Parishad, an Anchalik Parishad within the district or any Standing Committee thereof ; or (c) he has been dismissed from the service of the Central or a State Government or a local authority for misconduct; or (d) he has been adjudged by a competent court to be of unsound mind; or (e) he is an undischarged insolvent; or (f) he being a discharged insolvent has not obtained from the court a certificate that his insolvency was caused by misfortune without any miscon- duct on his part; or West Ben.
