(1) Applications for license shall be made in the prescribed manner to the Warehouse Authority having jurisdiction over the area within which the warehouse is situated. (2) Before granting a license, the Warehouse Authority shall satisfy itself— (a) that the warehouse is suitable for the storage of the class or classes of goods in respect of which the license has been applied for; that the applicant has paid the fee prescribed for the license; that there is no good and sufficient reason for refusing the license. (3) Every license granted under this Act shall be in such form and. shall be subject to such terms and conditions as may be prescribed. (4) If the Warehouse Authority refuses to grant or renew a license, it shall record the grounds for refusal in its order and shall in particular, in cases coming under clause (c) of sub-section (2), state specifically the reason for refusal.
