All categories of non-teaching employees shall be appointed by the Executive Council on the recommendation of a Standing Committee consisting of— (a) one of the officers not below the rank of Registrar, Dean, or Director, nominated by the Vice-Chancellor as Chairman; (b) two officers nominated by the Vice-Chancellor as members.
