At any time after the date on which the Development Plan for an area comes into operation, the Planning Authority or the Development Authority may, with the previous approval of the State Government, make such changes in the Development Plan as may be necessitated by topographical and cartographical errors and omissions, details of proposals not fully indicated in the plan or changes arising out of the implementation of the proposals in the Development Plan: Provided that— (1) all such changes are in the public interest, and (2) all such changes are notified to the public.
