(1) Where by virtue of the provisions of this Act, a Development Plan is to be prepared,— (a) if within the period prescribed or within such period which the State Government has extended, no development plan has been prepared; or (b) if at any time the State Government is satisfied that the Planning Authority or the Development Authority is not taking steps necessary to prepare such a development plan within that period, the State Government may direct any office of the State Government to prepare the Development Plan. (2) After the preparation of the Development Plan, the said officer shall submit the Development Plan to the State Government and he shall follow the procedure and exercise the powers of the Planning Authority or the Development Authority, as the case may be. (3) Any expenses incurred under this section in connection with the preparation and publication of the Development Plan for the Planning Area of any Planning Authority or Development Authority shall be paid by the concerned authority.
