If any local or statutory authority has been declared a Planning or a Development Authority for a Planning Area and the said authority has prepared a Development Plan similar to that contemplated in this Act, for the Planning Area before this Act has been brought in force in that area, the Development Plan already prepared may be deemed to be a Development Plan under section 31 or section 32 of this Act, according to the nature of the plan, provided it includes the features of a plan contemplated in this Act.
