(1) The Council shall maintain proper records and books of accounts for each and every financial year in such manner and in such form as may be provided for by the regulations. (2) The Council shall submit annual statement of accounts to the State Government showing all receipts and payments for the financial year to be audited duly by a qualified Chartered Accountant as defined under the Chartered Accountants Act, 1949. (3) The State Government shall cause statutory audit in periodical manner of the fund and accounts of the Council in such manner as may be prescribed.
