Such members of the Board, the Executive Council and any Committee constituted .inder this Act as are not persons in the service of the State Government and the Secretary and other persons appointed by the Board, shall, in respect of expenses incurred by them in attending meetings of the Board, the Executive Council or any such Committee of the Board or in exercising the powers or performing any duties conferred or imposed upon them by or under this Act, be paid by the Board travelling allowance and halting allowance at such rates as may be determined by regulations.
