The Board shall appoint a Secretary and such other persons as it considers necessary for the purpose of exercising its powers and performing its duties under this Act, and shall pay the Secretary aad such other persons such salaries and allowances as may be determined by regula- tions and shall also determine by regulations the conditions of their service.
