(1) The annual meeting of the Governing Body shall be held in the month of January each year. (2) The Governing Body may hold meetings at such other times as the Chairman may decide, but in no case shall such meetings be held for less than four times a year. (3) One-third of the total number of members of the Governing Body shall be a quorum for a meeting of the Governing Body.
