If any difficulty arises in giving effect to the provisions of this Act, the State Government may take such steps or issue such orders not inconsistent with this Act as may be necessary for the removal of the difficulty: Provided that no such order shall be made after the expiry of a period of two years from the date of commencement of this Act.
