If any member of the Board dies or resigns his office or ceases to be a member for any other reason the vacancy shall be filled up by fresh election or nomination under section 4 and the member so elected or nominated shall hold office for the unexpired portion of the term of the member whose place he fills: Provided that no election shall be held to fill a vacancy of a member occurring within six months from the date on which the term of the office of the member expires.
