(1) (a) In the event of the occurrence of any vacancy in the of Chair- office of the Chairman by reason of his death, resignation or removal, or man's functions otherwise, or, in certain contin- (b) when the Chairman is unable to discharge his functions owing gencies. to absence, illness or any other cause, the Vice-Chairman shall exercise the powers, perform the functions and discharge the duties of the Chairman until a new Chairman is elected and assumes office or until the Chairman resumes his duties, as the case may be. (2) In the event of the occurrence of vacancies in the offices of both the Chairman and the Vice-Chairman the State Government may appoint a member of the Primary School Council to exercise the powers, perform the functions and discharge the duties of the Chairman until a Chairman or a Vice-Chairman is elected and assumes office. (3) A Chairman elected to fill a casual vacancy shall hold office for the unexpired portion of the term of the Chairman whose place he fills. Disquali-
