Section 17

(1) The Board shall have a Secretary who shall be appointed by the State Government. (2) The State Government may, if it so thinks fit, appoint a Finance Officer for the Board. (3) The Board may, subject to the prior approval of the State Government, create such posts of officers and employees as it considers necessary for carrying out the purposes of this Act: Provided that no officer or employee shall be appointed to any post carrying a monthly salary of three hundred rupees or more without the prior approval of the State Government. (4) The terms and conditions of service and the scales of pay and allowances, if any, shall, as respect the Secretary, the Finance Officer, if any, and other officers and employees, be such as may be fixed by the State Government. (5) The pay and allowances of the Secretary and the Finance Officers, if any, shall be paid out of the fund of the Board. (6) Subject to the general control and supervision of the President, the Secretary shall be the principal administrative officer of the Board. He shall be entitled to attend and speak at any !meting of the Board, but shall not be entitled to vote.
