(1) No member of the Board shall vote on any matter in which he has any personal or precuniary interest or if it relates to any primary school of which he is either a teacher or a member of the managing committee. (2) The President or the Vice-President or the member presiding at a meeting of the Board shall decide any question arising under sub-section (1) and his decision thereon shall be final.
