(1) Notwithstanding any defect in law, Shri B. K. Shome, Sub-Deputy Magistrate and Sub-Deputy Collector, shall be deemed to be and to have always been the Controller for the Barrackpore sub-division of the 24- Parganas district for the period between the 8th day of January, 1951 and the 8th day of April, 1953, both days inclusive. (2) Notwithstanding the inclusion of Tollygunge within Calcutta, as from the 1st day of April, 1953, by notifica- tion under section 594 of the Calcutta Municipal Act, 1951, the Controller for the Sadar sub-division of the 24-Parganas district shall be deemed to be and to have always been as competent to deal with cases filed and deposits of rent made with him under the Act before the expiry of the 31st day of March, 1954 in respect of premises in Tollygunge, as if Tollygunge had never been included in Calcutta.
