Subject to other provisions of this Act before exer- cising any of the powers conferred on him by this Act, the Controller shall give notice by registered post of his inten- tion to do so to the landlord and to the tenant, if any, and shall cause a copy of such notice to be affixed in a conspi- cuous place at the office of the Controller, and shall duly consider any application received by him within the period specified in the notice from any person having any interest in the premises in respect of which such power is exercised. Explanation.—No such notice shall be necessary for exercise of the powers of the Controller under sections 38, 39 and 42. Final hearing of certain applica- tions.
