(1) The hearing of every application made to the Controller under this Act shall be completed within a period of three months, other than an application for obtaining permission under sub-section (2) of section 38, which shall be completed within a period of one month, unless, in either case, for reasons to be recorded by the Controllerin writing, it is not possible for him to complete the hearing within that period. (2) The hearing of every application shall, whet it has begun, be continued from day to day unless, for reasons to be recorded by the Controller in writing, it is not possible so to do. (3) In all proceedings before him the Controller shall consider the question of costs and may award to and against any party such costs as would be reasonable.
